Carlos Henrique de Oliveira, former president of CARF (Administrative Council of Tax Appeals), joins the firm to work in several practice areas, with a special focus on Tax Law and Social Security Law.


Carlos holds a Bachelor's and a PhD degrees in Law from the University of São Paulo/USP and a Graduate degree in Labor and Social Security Law from the Università Degli Studi di Modena and Reggio Emilia in Italy. Carlos Henrique has been the coordinator of the MBA program in Tax Law at the Federal Revenue Service of Brazil/RFB, taught by Escola de Direito de São Paulo da Fundação Getúlio Vargas (FGV-SP).


In his academic career, he was a professor in Graduate courses at the Law School of Faculdade de Direito da USP (Ribeirão Preto/SP), at Fundação Instituto de Pesquisas Contábeis, Atuariais e Financeiras (FIPECAFI), INSPER and Mackenzie. He is also a researcher at the Fiscal Studies Center of Fundação Getúlio Vargas - NEF/FGV and the study group on Contemporary Labor and Social Security Law of USP - Getrab/USP.


At Carf, he served as a counselor and as president of the entity's Second Chamber of Second Section (2012 to 2018), and later as president of Carf (2022 to 2023). Retired Tax Auditor, he held the position of Program Director of the Federal Revenue Service of Brazil/RFB.
