Edwin Estrada joins ECIJA Costa Rica to lead the Telecommunications practice.

With a team of 30 lawyers and offices in San Jose and Guanacaste, ECIJA Costa Rica strengthens its technology, media and telecommunications practice.

Former Vice Minister of Telecommunications of Costa Rica, Edwin Estrada, joins ECIJA Costa Rica to lead the firm's telecommunications practice. The telecom practice is part of the Technology, Media and Telecommunications (TMT) department, which is also recognized by international legal directories such as Chambers & Partners, Who is Who Legal, LACCA and Latin Lawyer as one of the most relevant in the country.

Estrada, who served as vice minister of Telecommunications between 2016 and 2020, is a lawyer and a notary public, a technician in Telecommunications Administration and Regulation, and completed a master's degree in Public Law at the Universidad Autónoma de Centroamérica. In 1998 he began his career as a legislative advisor, and participated in the discussion and approval of the laws for the opening of the telecommunications market. He later joined the Ministry of Science, Technology and Telecommunications (MICITT) as manager of concessions and permits in 2009, where he participated in the first awards to private operators in the country. Currently, he is a university professor, consultant and director of the Chamber of Information and Communication Technologies (CAMTIC).

Estrada, said he is "extremely thrilled to join a multidisciplinary, international and renowned team such as ECIJA, where I believe I will be able to enhance my professional practice, which has covered both public and private practice, but has always been specialized in the telecommunications sector, at a crucial time for the country, for projects such as 5G and others on which the experience accumulated over the past 25 years is very important".

For Mauricio Paris, managing partner of ECIJA Costa Rica and head of the TMT practice "the incorporation of Edwin to our team adds indisputable experience in the telecommunications sector, with a person who participated directly in the opening of the telecommunications market, not only from the Legislative Assembly, but also in its implementation by MICITT, thus offering an unmatched strength in regulatory matters for this sector, for the benefit of our clients."

Estrada will also be part of the firm's Digital Policy practice, from where he will bring his expertise in government, public policy and regulatory matters.
