Career

Andy is a transactional and regulatory attorney for clients throughout the healthcare, life sciences and education industries, with more than 30 years of experience representing universities, academic medical centers, health systems, hospitals, correctional health providers, long-term care institutions, physicians and other life sciences and health care providers, private equity investors, insurance companies and managed care organizations.

Andy's transactional experience includes mergers and acquisitions, joint ventures and other collaborative affiliations. He served as lead counsel in the $3.75 billion sale of the health insurance business of a major New York HMO to the largest provider of government-sponsored health insurance in the country, and as lead counsel in the $100 million sale of a Minnesota-based third party administrator to a private equity firm. On the regulatory side, Andy counsels clients across the country on the accreditation of graduate medical education programs in medical schools, academic medical centers and teaching hospitals, and he advises clients in the areas of corporate compliance and corporate governance, digital health, clinically integrated networks and population health management, fraud and abuse, HIPAA, clinical research, medical staff matters, and Medicare/Medicaid,

As noted above, Andy conducts a national practice relating to accreditation by the Accreditation Council for Graduate Medical Education (ACGME), of graduate medical education programs in academic medical centers and teaching hospitals, and accreditation of medical schools by the Liaison Committee on Medical Education (LCME). He regularly counsels institutions and teaching programs on compliance with ACGME requirements, and medical schools on compliance with LCME standards. His accreditation clients include many prestigious medical schools and academic medical centers, as well as other teaching institutions across the United States. Andy works with these clients on their periodic accreditation reviews, and represents them when necessary to challenge adverse accreditation determinations, including handling ACGME and LCME reconsiderations and administrative hearings.

Andy counsels educational institutions at all levels, including colleges and universities, and graduate and professional schools. He has a significant practice representing not-for-profit and tax-exempt organizations on a broad range of matters, including executive compensation analyses for purposes of demonstrating an organization's compliance with the Intermediate Sanctions regulations of the Internal Revenue Service.
