Her international trade practice focuses on import-related compliance under the jurisdiction of US Customs and Border Protection (CBP). She advises companies with customs compliance issues, including the classification, valuation, and origin of imported merchandise, as well as the application of preferential treatment to imports under various free trade agreements. She additionally assists clients in navigating the imposition of trade and national security tariffs based on the origin or composition of the goods. She further works with clients to draft ruling requests, prepare voluntary disclosures, respond to requests for information and notices of action, and protest CBP action.
With regard to export controls and sanctions, Casey helps organizations navigate the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Corrupt Practices Act (FCPA), and National Industrial Security Program Operation Manual (NISPOM). She counsels clients regarding regulations administered by the Department of Commerce, Department of State, and Department of the Treasury’s Office of Foreign Asset Control (OFAC), as well as the Jones Act and she works with clients to conduct internal investigations, prepare voluntary disclosures, draft and update compliance policies, and conduct compliance training. She is experienced in representing clients before various US government agencies.
She also counsels government contractors and subcontractors on various aspects of federal, state, and local procurement obligations, including compliance with the Federal Acquisition Regulations (FAR) and agency supplements to the FAR, such as the Defense Federal Acquisition Regulation Supplement (DFARS). She advises clients on contract formation and negotiation, internal investigations, and remediation related to government contracting. She also assists government contractors in navigating various domestic preference regimes to ensure compliance with sourcing obligations, including those under the Buy American Act (BAA) and Trade Agreements Act (TAA). She is experienced in executing compliance-related diligence in mergers, acquisitions, and financing transactions.
