Evan Reese advises a diverse set of clients, including investor-owned utilities, municipal electric utilities, independent power producers, renewable developers, oil/gas producers and other energy-related organizations and associations. His energy and natural resources law practice has a special emphasis on the development of power markets, open-access transmission rules, and national reliability standards.
Evan represents clients before the Federal Energy Regulatory Commission (FERC) and federal courts and provides strategic, legal, and corporate counsel to electric utilities regarding many initiatives resulting from natural energy policy and all phases of administrative litigation. He has developed a special knowledge of the FERC's recent revisions to the pro forma open access transmission tariff included in Order No. 890 and Order No. 1000 in its continuing efforts to prevent undue discrimination and preference in transmission service and to promote new development of transmission assets.
Evan has represented clients before state court tribunals on all aspects of complex commercial litigation matters. He has argued numerous pretrial motions and is especially adept at complex discovery and pretrial matters, including electronic discovery and witness preparation.
Evan actively pursues pro bono representation and has obtained tax exempt status for various entities that focus their efforts on energy conservation and corporate social responsibility.
