From the world’s largest defense contractors to small businesses seeking their first government contracts, Noah advises a broad range of clients on a wide array of legal issues involving government procurement competitions. He helps clients navigate organizational conflict of interest concerns, key personnel changes, and government-contracting implications of corporate transactions. Noah also represents clients in suspension and debarment proceedings, pursuing contract claims, responding to cure notices, and challenging performance assessments. In addition, Noah has experience representing clients in government contracts matters involving classified programs.

Noah’s successful representation in multiple recent bid protests earned him Law360 “Government Contracts MVP” recognition in 2021. He is a Council Member of the ABA’s Section of Public Contract Law and served for several years as a co-chair of the Section’s Bid Protest Committee.
