Peter Curran is a Partner in the Projects & Infrastructure Group and is Head of Public Procurement. He advises public and private sector clients on all aspects of public procurement, tendering and contracting.
Peter has more than 20 years’ experience of advising public and private sector organizations in Ireland and Northern Ireland on the procurement of projects and contracts across various sectors including transport, waste, education, technology, communications, social housing, health and energy. He has advised contracting authorities and bidders on the procurement, drafting and negotiation of some of the most significant public contracts awarded on the island of Ireland in recent years.
He advises on all aspects of the public procurement process – strategy, procedure, market consultation, drafting robust procurement documents, candidate selection, evaluation and award processes, debriefings, contract drafting/negotiation, contract modification and green/social procurement issues.
Peter also advises bidders on every aspect of tendering - teaming and consortia arrangements, bid strategy, pre-qualification, clarifications, contract reviews/mark-ups, reviewing tender requirements and evaluation criteria, compliance issues, debriefing, sub-contracting and contract finalisation.
He regularly acts for clients in procurement litigation and dispute resolution. He challenges and defends procurement decisions before the Courts in Ireland and Northern Ireland and has been involved in many leading cases in both jurisdictions.
Peter counts among his clients a large number of Government Departments, public sector bodies and leading Irish and international corporations. He has been recognized for many years by independent directories such as Chambers UK, Chambers Europe, Legal 500 and Who’s Who Legal. He is recognised by Legal 500 as a Leading Individual for Projects and PPP work. He is also ranked by Chanbers Europe and is Recommended by Who’s Who Legal for Government Contract work (having previously been acknowledged as among the top five ‘Thought Leaders’ in Europe in this area). His team is ranked ‘Band 1’ by Legal 500.

Peter has spoken regularly on procurement and tendering law topics at conferences and seminars throughout Ireland, UK, in Brussels and further afield. He has lectured for the Law Society of Ireland on its Diploma in Public Procurement Law course and has co-chaired the annual Irish Centre of European Law Procurement Conference for the past five years.
He is the Ireland representative on the Editorial Board of the Public Procurement Law Review and a contributor of numerous published case-notes to that journal.
He has also contributed Irish chapters to various global reviews of procurement law, including Chambers Global and Getting the Deal Through and participated in various World Bank procurement projects.
