Richard Hillman is partner in the New York office of Milbank LLP and a member of the firm's Project, Energy and Infrastructure Finance Group.

Mr. Hillman's experience includes advising lenders, sponsors and other project participants on a range of US and international project and structured finance transactions.

Mr. Hillman has been recognized as a “rising star” by Legal 500 in both “project finance” and “conventional power”. He co-authored the USA chapter in the International Comparative Legal Guide to Project Finance published by ICLG and has published peer-reviewed papers in the Company and Securities Law Journal and the Australian Resources and Energy Law Journal. He was a student editor at The University of Western Australia Law Review.

Experience

Mr. Hillman’s recent experience includes:

• Representations on various midstream and oil and gas pipeline financings, including Cheniere's Midship pipeline, Fermaca's El Encino - La Laguna, La Laguna Aguascalientes and Villa de Reyes Aguascalientes-Guadalajara pipelines, Epic Energy's QSN3 Expansion Project and the SEA Gas pipeline.

• Representations on various conventional power transactions including various note and bank financings for the Northfield Mountain pumped storage station owned by FirstLight/PSP and for the Seneca pumped storage station owned by LS Power, acting for Ares EIF on the Term Loan B financing of the Newark Energy Center, MACH Gen, LLC on its term and revolving loans, debtor in-possession financing and Chapter 11 exit financing, for LS Power on the Oneta, Carville and Decatur natural gas fired generation plants and the Seneca pumped storage generating station and for the lead arranger on the financing of the Cottage Grove, Plains End, Rathdrum and Whitewater natural gas fired generation plants owned by a Tyr-led consortium.

• Representations on various distributed generation and community solar transactions, including for SunEdison on two inverted lease tax equity funds and lenders in relation to various working capital, term, fixed rate and warehouse financings for Vivint Solar, Sunrun, Spruce Finance and Nexamp.

• Representations on various utility renewable transactions including development and corporate financing for Apex Clean Energy, the acquisition financing of the Leeward wind portfolio, noteholders on each of the California Flats and Moapa Paiute solar projects, the lead arranger for the acquisition financing of the Mount Signal Solar projects from SunEdison, the lead arranger on the financing of Infigen's portfolio of wind farm tax equity interests and for Pacific Hydro on various financings, including run-of-the-river hydro power facilities in Chile.

• Other representations including electric transmission, battery storage, biomass, road, port, railway, LNG vessel, drillship and social infrastructure projects.
