Career

Todd Kelly’s health industry practice spans three decades of advising clients in their most important transactional and regulatory matters.

His work has involved innovative and first-in-market projects, including multi-provider affiliations and joint ventures, facility and practice purchase, sale and management, physician alignment, group purchasing, and outcome and value-based arrangements. He advises telemedicine practices and technology platform companies regarding compliance and expansion. Todd is often called upon to assess and document novel relationships involving health care providers. In doing so, he is able to draw on decades of experience with the Federal anti-kickback statue and Stark law and State corporate practice of medicine and fee-splitting prohibitions. He advises both tax-exempt non-profit and private and publicly traded for-profit organizations. He is familiar with the unique issues faced by tax-exempt organizations and the tools available to address those complexities in transactional and regulatory matters.

Todd is a member of the American Health Lawyers Association and the State Bar of Texas. He is Board Certified in Health Care Law by the Texas Board of Legal Specialization and has served on the Exam Commission for that Board.
