Andrea R. Kells is an energy regulatory attorney who focuses her practice on representing energy and utility clients before the North Carolina Utilities Commission (NCUC) and the Federal Energy Regulatory Commission (FERC). She has significant experience in a wide of range of electric utility matters before the NCUC, including base rate cases, Public Utility Regulatory Policies Act of 1978 proceedings, annual fuel factor and other rider proceedings, mergers, affiliate agreements, integrated resource planning, and implementation of North Carolina renewable energy portfolio and carbon reduction laws. In her practice she has developed expertise coordinating expert witness testimony and hearing preparation, managing voluminous discovery, and developing case strategy, and she has appeared before the NCUC in multiple contested proceedings involving witness presentation, cross-examination and oral arguments.
Before FERC, Andrea has prepared and submitted filings on behalf of multiple major electric utility companies. She has advised electric and natural gas utility clients regarding compliance with FERC regulations and precedent and worked with electric utility clients on compliance with North American Electric Reliability Corporation standards.
