A projects and infrastructure attorney. Acted as sponsors’, lenders’ or procurer’s counsel on a substantial number of Middle Eastern infrastructure deals, including the largest CCGT IPPs, renewables IPPs, IWPs, ISTPs and more recently ISWR and IWTPs, and the latest wave of social infrastructure and healthcare deals in Saudi Arabia and the GCC.
Has also led clients on several key landmark mandates, such as the very first independent strategic water reservoir in Saudi Arabia (signed in December 2023), the first strategic renewables IPP in Qatar, round 2, 3 and 4 of Saudi Arabia’s renewables programme, the very first hospital PPP in Saudi Arabia, several airport privatisation programmes, accommodation villages in Neom (Saudi Arabia), the Bahrain LNG import terminal, pipeline and distribution developments, structuring of the West African Power Pool initiative, regulatory structuring for the Qatari and Saudi Arabian PPP programmes, the Sharjah Waste to Energy project (the first banked waste to energy deal in the Middle East), and Saudi Arabia's only polysilicon manufacturing plant to name a few.
Notably these transactions encompassed broad range of contractual structures on which Andrej advised, from construction advice and negotiations across all FIDIC colours (green, red, silver, yellow and gold), to bespoke EPCs (turnkey, lump sum, cost plus, total max price), EPCMs, PMCs, DAs, concessions, O&Ms, JVAs and land rights agreements.
