Band 5
Provided by Anne Carpenter
Anne concentrates her practice on technically complex civil and criminal matters, including representation of clients in multi-agency government investigations and enforcement actions, suspension or debarment proceedings, corporate internal investigations, and corporate compliance counseling. Her significant experience in the representation of corporate and individual clients includes criminal enforcements against energy clients under the Clean Air Act (CAA), the Clean Water Act (CWA), Title 18, and related suspension or debarment proceedings. She also routinely represents clients in civil enforcements under the CWA's National Pollution Discharge Elimination System permit program and state-delegated equivalents. In addition to enforcement matters, Anne advises corporate clients on the development of integrated compliance programs that are tailored to corporate operations and meet the expectations of the government. She has served on several independent monitor teams appointed by the government, the Court, or proactively by clients to develop or oversee the implementation of corporate compliance requirements.
Prior to her legal career, Anne worked as an environmental educator for the NYC Soil and Water Conservation District, directing programs for high school and elementary students in the City.
