He is qualified to practice in the 17 OHADA member states due to their unified business laws (Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Republic of the Congo, Comoros, Cote d’Ivoire, Equatorial Guinea, Gabon, Guinea, Guinea Bissau, Mali, Republic of Congo, Senegal and Togo).
He has been seconded to major law firms in London including Norton Rose Fulbright for the International Lawyer for Africa (ILFA) program and at Slaughter & May’s EXPLORE program in London as well and lastly at the DLA London and Paris Offices. Boubacar also lived in South Africa and Mauritius for a year whilst studying for his Master’s degree.

◼ Advising Cairn Energy with joint venture partners FAR, Conoco Philips andlater Woodside on Senegal’s firt off-shore oil discovery.
◼ Representing Indian conglomerate Jindal Power in a USD 900 million, 350 MW power plant deal with the state electricity company Senelec – the largest energy deal ever in Senegal.
◼ Advising American Capital, the lenders in a wind farm operation in Taiba Ndiaye, Senegal.
◼ Advising Caterpillar on the Engineering, Procurement and Construction Contract in relation to a Public-Private-Partnership to build a 130 MW power plant in Senegal.
◼ Advising a multinational beverage company on an assets and lands acquisition with a Senegalese company.
◼ A multinational incorporated in Luxembourg on an assets acquisition with a Senegalese company.
◼ Advising a multinational incorporated in Israel on a cross-border acquisition involving its branches in Senegal, Guinea and Burkina Faso.
◼ Advising the Government of the Islamic Republic of Mauritania in the revision of Mauritania's Commercial Law with funding from the International Development Association. The main objective of the project was to provide a modern commercial law adapted to standard requirements for investment and doing business.
◼ Advising on a cross-border loan transaction in Ghana and Senegal.
◼ Due diligence on behalf of an International Islamic bank in the context of purchase proceedings of shares between the client and a Senegalese bank.
