Brian is a partner in Reed Smith’s Appellate Group. He has argued more than 50 appeals in cases involving a wide range of constitutional, statutory and class action-related issues, including in cases arising under the First Amendment, anti-fraud statutes, the Bankruptcy Code and environmental laws.
Before joining Reed Smith in July 2014, Brian was an assistant solicitor general in the office of the New York state attorney general. His experience also includes several years at a major law firm in New York, where he focused on securities and class action litigation.
Brian completed clerkships with the Honorable Reena Raggi of the U.S. Court of Appeals for the Second Circuit and with the Honorable Alvin K. Hellerstein of the U.S. District Court for the Southern District of New York. He is certified as a Specialist in Appellate Law by the California State Bar Legal Specialization program and is a member of the California Academy of Appellate Lawyers. Brian’s active pro bono practice focuses on the law of democracy and includes litigation of matters involving partisan gerrymandering, the census, election integrity and campaign finance regulation.
