Cecilia practices in public law, human rights and information law. She acts at all levels in the domestic courts and in the European Court of Human Rights. In addition to extensive experience in human rights issues, she has expertise in a broad range of public law areas including government policy and guidance, vires issues, regulatory agencies and ombudsman schemes, government/Parliamentary reviews and inquiries, health and social care, and pensions. She acts in all freedom of information and environmental information related disputes. Her clients include local and central government, regulatory agencies, ombudsmen and unions as well as private clients.

Called to the Bar 1995. Non-practising 2011-2020; returned to practice in June 2020. Member of the Attorney General’s A Panel of Counsel. Accredited Mediator.
