Dr Chern is a Barrister at 4 New Square Chambers, London, a Chartered Architect, Chartered Arbitrator, trained Structural Engineer, Accredited Mediator, and Adjudicator. He is a Fellow of the Chartered Institute of Arbitrators, the Dispute Board Federation and on the FIDIC President’s List of Adjudicators.

He specialises in complex engineering/construction projects in the UK, Europe, Asia, Middle East, South America, and the Orient dealing with infrastructure development, dispute prevention and/or resolution. He is also an arbitrator and adjudicator of construction and engineering claims, chairs dispute boards, and acts as mediator on projects including hydro-electric and nuclear power facilities, airports, water treatment facilities, rail and roads projects, bridges, and tunnels. Current Dispute Boards include the Marmaray Light Rail System for Istanbul, the Fehmarnbelt Project in Denmark, Lesotho Highlands Dam Project in the Kingdom of Lesotho, The Port of Tema/Harbour in Ghana, the Chernobyl Encasement in Ukraine, and the Batang Toru Dam Project in Indonesia.

Dr Chern is also the author of numerous leading books relating to construction including: Chern on Dispute Boards – now in its 4th Edition (Informa), International Commercial Mediation, The Commercial Mediator’s Handbook, Nuclear Power Plant Development, and The Law of Construction Disputes now in its 4th Edition (Informa).
