Career
Damien Hall focuses his practice on land use and real estate, issues arising in urban redevelopment, public/private partnerships, and utility scale renewable energy projects.
Damien represents both property owners and local governments, helping them navigate Oregon’s unique land use requirements and political sensitivities to controlled growth and land development. His approach is based on working collaboratively with developers, local government, and communities to establish common objectives and allow clients to achieve their development goals. Damien is actively involved in development and affordable housing issues in Portland. He is an active member of BOMA, NAIOP, and ULI, was appointed by the Portland City Council to the Home Forward Board of Commissioners, and is on the Board of Directors for Portland Community Reinvestment Initiatives, Inc. (PCRI).
He is also active in renewable energy development throughout the Pacific Northwest. He is an active member of Oregon Solar + Storage Industries Association (OSSIA) and Renewables Northwest, presents regularly on renewable energy facility siting, and has participated in local and state level rulemaking for utility scale photovoltaic solar energy generation projects in both Oregon and Washington.
In addition to his professional engagements, Damien is dedicated to the community. He was appointed by the Metro Council to the Metropolitan Exposition and Recreation Commission (MERC), which oversees the region’s visitor venues, including the Convention Center, Expo Center, and Portland’s performance arts venues. He is also on the Board of Directors for CareOregon, a nonprofit providing health plan services to four Coordinated Care Organizations, serving about 500,000 Oregonians.
