Career

Since 1998, Eugenio advises domestic and international clients on regulation and IT contracts on topics including telecoms (land and satellite), software, cloud infrastructures, AI, e-identity and telemarketing. He has also extensive experience in litigation (administrative/civil courts) and in proceedings in front of Regulatory Authorities (government authorities moniotoring antitrust - telecoms - privacy - digital services).

Eugenio is Adjunct professor of Business Cyberlaw and of Data Management and Algorithm Law, both at Rome LUISS University.

He holds a Ph.D in Business Law

He was appointed by the Italian Government in several regulatory and advisory committees, including the one revising the Italian Digital Code to regulate the Italian electronic identity.

Eugenio regularly publishes scientific articles and essays.

Latest publications in 2022-23 are an essays on (i) intellectual property and artificial intelligence (GFL) (ii) LEO broadband frequency regulation (Internet Law Review), Cloud and Copyright Directive (DEMC), Terms of use, privacy and IP in Chat-GPT (Internet Law Review).

Legal advisor in operation to transfer bank account data of one of the largest Italian banks to train artificial intelligence systems.

Advises clients on innovative trust services, combining e-signature technology with electronic identity.

Legal advisor in promoting EU infringement proceedings against Italy to liberalize maritime broadband services and obtained change of the Telecom Laws

He is one of the drafters of the Italian electronic identity laws
