Career

Gabriel is a co-managing partner of Durán & Osorio Abogados, which he founded in 1994. With more than 30 years of extensive experience he has an exceptional background in projects, public law, and litigation.

He served in the Colombian government as Securities Superintendent—the general director of the Colombian capital market watchdog, Managing Director of the National Institute for Social Housing and Urban Redevelopment (INURBE), General Director of Economic Regulation for the Ministry of Finance, and General Director of Banking for the Banking Superintendence.

Gabriel has been involved in most of Colombia’s major infrastructure projects of the past 25 years and was a member of the presidential Infrastructure Commission that operated in 2019 and 2020. In 2022, Gabriel was awarded the Knights Cross of the National Order for Merit in Infrastructure (Presidential Decree 1102).

Currently, Gabriel heads Durán & Osorio’s trial team, directs a National Planning Department (DNP) consultancy to propose an institutional framework for Colombia’s railroad system and a consultancy for the Ministry of Transport to propose changes to Colombia’s railroad system’s technical regulations, and is advising public entities in the implementation of three good governance codes that he drafted: the corporate governance codes for the Ministry of Transport and the National Roads Institute (INVIAS), and the proprietors code for the General Directorate of State Holdings.
