He graduated from the Universidad de Piura and holds a master’s degree in Public Law and Regulatory from the same institution.

Helar is certified in Data Protection. He has majors in administrative inspections and sanction procedures.

He has extensive experience in Public Law, Data Protection, Privacy, Innovation and Technology, and Consumer Protection. His practice includes consultancy on municipal matters and bureaucratic barriers.

He has experience participating as a speaker in courses and academic conferences on data protection. Helar has worked in the main public entities in Peru such as Indecopi and Sunedu.
