Experience
Herbert is a renowned expert on public commercial law. He specialises in constitutional law and public commercial law, especially German and European environmental and administrative law, construction and planning law and the public-law implications of infrastructure projects. Herbert has special expertise in complex licensing procedures, particularly for controversial projects. In the 2016 edition of Best Lawyers, he was voted best energy lawyer in North Rhine-Westphalia.
Career
Herbert has been a lawyer since 1993 and a specialist lawyer for administrative law since 1998. He also lectures on environmental law in Düsseldorf. Herbert studied law and political science in Münster and Göttingen, and from 1988 to 1992 he was a research assistant at the Institute for Commercial Administrative Law at the University of Münster. In 1993 he received his doctorate. He is the author of several publications on environmental and energy law, and he has written about the planning and extension of the energy grid and about emission, water and soil regulations. 2023, the university of Düsseldorf has appointed him as a professor.
