Career

Ismael is a Partner of Aziz & Kaye Business Law, a law firm specialized in solving legal issues of national and international companies, in a personalized and practical way, with a comprehensive vision and a business approach.

He has designed and implemented antitrust compliance and audit programs in several companies.

He is counsel to clients before the Federal Economic Competition Commission (“COFECE” for its acronym in Spanish) and the Federal Telecommunications Institute (“IFT”), in the presentation of global and domestic mergers, prosecution/defense of companies under investigation for alleged anti-competitive practices, investigations on barriers to competition and essential inputs, consultations related to the application of the Federal Economic Competition Law (“LFCE” for its acronym in Spanish), as well as in the processing and obtaining of favorable opinions for participation in public bids.

He was head of the Department of Legality and Compliance of the Internal Control Organ at Caminos y Puentes Federales, de Ingresos y Servicios Conexos (CAPUFE).

Ismael was an independent consultant before joining Aziz & Kaye Business Law, and before that, Deputy Managing Director (2012 and 2013) in the office of Miguel Flores Bernés, former Commissioner of the Federal Economic Competition Commission.

Previously, he worked as an independent specialist in Administrative Litigation and Amparo.

He was head of the Legality and Compliance Department of the Internal Control Body at Caminos y Puentes Federales de Ingresos y Servicios Conexos (CAPUFE), responsible for compliance matters, public bids and fine management. Likewise, he was legal manager at the industrial and commercial group L.A.J.A.T.

He is a member of the Ilustre y Nacional Colegio de Abogados de México, A.C., Deputy Coordinator of the Antitrust and Telecommunications Law Commission, as well as a member of the Mexican Bar Association.

His practice focuses mainly in Economic Competition, working with national and transnational clients from various business sectors, reviewing the ordinary course of business to ensure compliance with antitrust law and international best practices.

Experience

Professor of the economic competition module in the master’s in business law of the Instituto de Ciencias Sociales y Administración of the Universidad Autónoma de Ciudad Juárez and in the Master in Economic Law of the Universidad Panamericana (Santa Fe);

Professor of IT, administrative competition and amparo law at the Universidad del Valle de México, associate professor of economic competition at the Universidad Nacional Autónoma de México and the Escuela Libre de Derecho.

He has lectured on Economic Competition and Telecommunications, in several institutions and organizations such as the Instituto de la Judicatura Federal, Instituto de Investigaciones Jurídicas de la Universidad Nacional Autónoma de México, Universidad Panamericana, COFECE, IFT, Centro de Investigación y Desarrollo, AC (CIDAC), Colegio de Notarios de Ciudad Juárez, Cámara de Comercio Internacional

de México, Universidad Iberoamericana. He recently joined the International Competition Network ("ICN") as an expert, where he actively participates in the Mergers, Antitrust and Cartels groups.
