The White Collar Department, which is headed by Adv. Chen and Adv. Vaki, is one of the best in Israel. Over the years, the firm has provided outstanding representation in complex legal cases with a high public profile that are often at the forefront of public discourse. Adv. Chen represents in investigations and the courts, ministers and members of the Knesset, businesspersons that own public companies and senior officials from the legal system itself.
The white-collar department specializes in cases pertaining to securities violations; antitrust; money laundering including foreclosure and apprehension; corporate executive crimes regarding corporations; fraud cases of all kinds, as well as cyber offenses.
The White-Collar department, headed by Adv. Jack Chen, along with the department’s lawyers represent public figures and public servants regarding ethical matters such as bribery (Including bribes to a foreign public servant), offenses of integrity, fraud, and breach of trust, as well as in disciplinary matters.
Adv. Chen and his firm are also engaged in regular consulting for leading companies in the Israeli economy in the field of compliance (private, public and international companies) and in the preparation of plans and of their implementation.
Adv. Chen represents its clients before and after investigations, in contacts with the prosecution authorities, in hearings before the Attorney-General, in proceedings taking place various authorities, such as the State Comptroller, State Commissions of Inquiry, Government ministries, the Civil Service Commission, disciplinary courts, etc., and of course, representation in the courts at different levels.
As part of his professional work, Adv. Chen serves in the Israel Defense Forces Reserves, at the rank of Lieutenant Colonel, and alongside his defense work in prominent cases, he advises on the Law of War.
The department also specializes in the field of Wrongful Death Caused by Negligence, safety violations in the work place, etc.
Career
Adv. Chen's professional career began in 1992, when he joined the State Attorney's Office in Israel. In his last position there, he served as Senior Deputy State Attorney. As part of his position in the State Prosecutor's Office, Adv. Chen dealt with most of the corruption cases at the time.
In 2000, Adv. Chen retired from the State Prosecutor's Office, moved to the private sector and established, together with the retiring Acting State Attorney, Adv. Yehoshuah Reznik, Reznik, Chen & Co. Law Offices.
In 2013, together with Adv. Yitzhak Yaari, Jack established the law firm of Chen, Yaari & Co., which was later joined by Adv. Michal Rosen-Ozer (who currently serves as a judge of the Economic Department of the Tel Aviv District Court). After her retirement on the occasion of the appointment of Judge Rosen-Ozer from the partnership, Prof. Yaniv Vaki, who was Director of the Appeals Department in the State Attorney's Office, joined the firm as a partner.
As a private defense attorney, Jack and the firm he founded represent the most senior officials from the private and public sectors in Israel in almost all prominent cases, which also requires expertise in managing complex crises and proper conduct with the media.

Adv. Jack Chen was born in France in 1966, has been a member of the Israel Bar since 1994. He has an LLB degree from the University of Sheffield in England.
Adv. Chen several times serves as a guest lecturer at the Institute for the Training of Judges as a representative of the Israeli Bar Association;
In the past, Adv. Chen served as a member of the public committee that oversees the public defender's office and elects its head.
Adv. Chen is active in the Israel Bar Association (formerly a member of professional committees and lecturer for many years at professional seminars and major conferences – the Law Conference and the Annual Conferences);
Member on behalf of the Bar Association of the Chief Public Defender Committee headed by the Minister of Justice for several years;
Lecturer and facilitator in professional training in various frameworks – Tel Aviv University, Institute of Certified Public Accountants, Bureau of Internal Auditors and more;

Work Highlights
In recent years, in addition to representing many interrogees and defendants in a variety of prominent cases, Adv. Chen has been engaged in defending key defendants in cases known as the "Thousands Files": in "Case 3000", which is the procurement of vessels and submarines, Adv. Chen represents retired Brigadier General Avriel Bar Yosef; In "Case 4000", which is a bribery affair involving Israeli Prime Minister Benjamin Netanyahu's cases, Adv. Chen represents Mr. Shaul and Mrs. Iris Elovitch, who are accused of bribing the Prime Minister. During the investigations, and until the birth of Case 4000, Adv. Chen advised Prime Minister Netanyahu. Chen also advised on Case 1000, which is the Gifts Case from tycoons, and on the "2000 affair", which is the affair in which an offer of bribes allegedly given to Prime Minister Netanyahu by Israeli media tycoon Noni Mozes. With the outbreak of the investigation of Case 4000, Adv. Chen resigned from representing the Prime Minister, and continued to represent Shaul and Iris Elovitch, whom he had previously represented in another case.
