Career

Attorney-at-law specializing in advisory services for both domestic and international enterprises, with a focus on infrastructure projects – particularly under FIDIC and non-FIDIC contractual frameworks. His core areas of expertise include public procurement and construction law.

With extensive experience in real estate transactions, he advises on the acquisition, sale and lease of properties, including greenfield investments. He is a Partner at BSJP | bnt law firm, where he heads the Public Procurement & Infrastructure department.

A frequent speaker at national and international conferences and seminars, he lectures on public procurement and the implementation of construction projects. He is also the author of several scholarly publications in both Polish and international legal journals.

Professional Memberships

Founding member of the Polish Public Procurement Law Association. As a member of the Association’s audit committee, he provides feedback on draft national legislation through market-legislator consultations. Member of the Warsaw Bar Association.

Jarosław Sroka advises both contractors (mainly) and ordering parties (occasionally) on all stages of the procurement process. BSJP | bnt's primary focus is on a spectrum of projects carried out across sectors such as:

• infrastructure, incl. transport (road, rail, air) and energy (on- and offshore wind farms, offshore drilling units, gas pipelines, high voltage power lines);

• defence and national security;

• healthcare, pharma and life sciences.

Tenders won by the team to date involve some of Poland’s largest civilian and military investments, incl. the construction of expressways and motorways (e.g. S1, S6, S10, S19, A1, A2), along with auxiliary infrastructure (motorway toll collection systems, traffic management systems), railways and railway stations (e.g. sections of the railways near Cracow and the modernisation of LCC Radom), airports (e.g. CPK – Poland’s first mega-airport), stadiums, as well as extension of power lines and substation conversions, and many more.

In addition to expertise in contract award procedures, Jarosław represents contractors in disputes with contracting authorities before the National Appeals Chamber and common courts, incl. the Supreme Court. Over the past 15 years, BSJP | bnt has appeared in many of the biggest infrastructure disputes against the state.
