Oscar received his law degree from the Pontificia Universidad Católica del Perú (PUCP) and holds a Master of Laws (LL.M.) from George Washington University. Over the course of his career, he has held notable roles, including Consultant to the Ministry of Information Technologies and Communications of Colombia and serving as a member of the Copyright Committee of INDECOPI in Peru. Oscar also gained extensive experience working at Telefónica Multimedia as legal counsel advising on intellectual property, telecommunications, and competition law, and at Miranda & Amado, where he focused on telecommunications law and administrative law.
In addition, Oscar is a professor of Law and Technology at various leading universities in Peru and abroad. As the founder of Niubox Legal, he has led the firm to become a recognized name in technology law and legal innovation across Latin America.
