Career
A member of the Financial Market Practice, and particularly in charge of regulatory and enforcement matters, Philippe Goutay has represented French and international financial institutions for more than 25 years. Philippe advises and assists financial institutions with their interactions with French supervisory institutions, notably relating to licensing, authorizations and capital requirements, including market undertakings or clearing houses. He also focuses on cross-border activities and anti-money laundering issues. He has acquired a specific knowledge in securities law and more recently in the use of blockchain applications to financial activities, in particular in respect of digital assets and cryptocurrency. Based on this experience, Philippe also represents and assists clients in enforcement cases against the AMF, the ACPR or in proceedings against the ECB. He is an expert member of the Legal High Committee for Financial Markets of Paris (HCJP), is a member of the clearing and settlement advisory committee of the AMF and has participated in the French delegation in the negotiations of the 2009 Unidroit Convention on substantive rules for intermediated securities.
