Rafhael Frattari is partner of Vilas Boas Lopes Frattari Advogados with more than 20 years of experience in Tax Law. He has acted in the litigation of several companies, especially in the steel, mining, and energy sectors. He currently is ahead of VLF’s tax teams in all operations, including Business Restructuring and M&A operations.
Career
Frattari was graduated from from Universidade Federal de Minas Gerais (1998) and holds a master’s degree (2003) and a Doctorate (2008) from the same institution. As a lawyer, his work has been recognized in decisions from Courts in Brazil, such as the Supreme Court of Justice, the Superior Court of Justice and The Court of Justice of the state of São Paulo. Rafhael is also a Tax Law Professor at the Master’s of Fundação Mineira de Educação e Cultura (FUMEC) and a former Tax Law Adjunt Professor at Universidade Federal de Ouro Preto (UFOP).
Professional Memberships
Frattari is currently Vice President of ABRADT – Associação Brasileira de Direito Tributário, an entity of which he has been member since 2000. Rafhael also coordinates the ABRADT’s magazine “Revista de Estudos da Associação” and hosts its annual congress, an event relevant to today’s Brazilian Tax landscape. He is also a member of OAB/MG Tax Commission and a commissioner member of both the Fecomércio/MG and Federaminas Tax Commissions.
Publications
Rafhael is the author of two individual books – “Decadência e Prescrição no Direito Tributário: Em Defesa da Norma Geral no Direito Brasileiro” and “Os Prazos Para Restituição do Indébito no Direito Tributário Brasileiro”. In addition, he has co-authored more than ten books and has more than fifty academic articles published in technical magazines.
