Career
Salvador J. Antonetti-Stutts is a member in the Litigation Department. He joined O’Neill & Borges in 2008. Salvador’s practice focuses on commercial litigation before both Commonwealth and Federal courts, as well as commercial and securities arbitration. Salvador has been rated by Chambers Global and Chambers Latin America in every edition since 2010, the last of which reports that he is “an outstanding lawyer due to how he thinks and writes, as well as his knowledge of the law.”
Over the course of his career, Salvador has worked on a wide variety of substantive matters, including insurance, antitrust, trade regulation, franchise and distribution, and securities litigation. He also has an active appellate practice, arguing or appearing dozens of times before the U.S. Court of Appeals for the First Circuit, the Puerto Rico Supreme Court, and the Puerto Rico Court of Appeals.
Salvador began his career clerking for the Hon. Antonio S. Negrón-García, Associate Justice of the Puerto Rico Supreme Court (1994-95); the Hon. Daniel R. Domínguez, U.S. District Judge for the District of Puerto Rico (1995-97); and the Hon. Juan R. Torruella, then-Chief Judge of the U.S. Court of Appeals for the First Circuit (1997-98).
Thereafter, Salvador joined the litigation department of a local firm, where he worked on a variety of commercial litigation matters. In 2001, he entered public service and served in the Puerto Rico Department of Justice as Director of its Federal Litigation Division, which is entrusted with the defense of the Commonwealth government and its officers from civil rights suits in federal court. In 2003, he returned to private practice in a local firm, where he again concentrated on commercial litigation matters.
From 2005 to 2008, Salvador served as the Solicitor General of the Commonwealth of Puerto Rico. As Solicitor General, he supervised all of the Commonwealth of Puerto Rico’s litigation before the Puerto Rico and United States Supreme Courts, as well as before the Puerto Rico Court of Appeals and various U.S. Courts of Appeals. He personally argued a wide variety of cases before the U.S. Court of Appeals for the First Circuit and the Puerto Rico Court of Appeals.
Salvador is the Puerto Rico State Chair of the Supreme Court Historical Society, a past President of the Puerto Rico Chapter of the Federal Bar Association (2015-2016), a Fellow of the American College of Trial Lawyers, and a Fellow of the Foundation of the Federal Bar Association. Salvador also currently serves on the Rules Advisory Committee to the U.S. Court of Appeals for the First Circuit and the District Bar Examination Committee of the U.S. District Court for the District of Puerto Rico, and previously served on the Board of Directors of the Puerto Rico Access to Justice Fund (FOIA).
Salvador has also served as an adjunct professor at the University of Puerto Rico School of Law, where he has taught a course on Legal Research and Writing, and a seminar on government litigation.
