Practice Areas
Mr Sbordoni is a Supreme Court attorney-at law. He teached tax law on gaming at the University of Salerno and was a former professor of information technology law at the Tuscia University. He has been a lecturer for the management of the personell of Ministry of Finance – AAMS, writing the relevant lecturer notes. He has promoted and contributed to the creation of the Italian Gaming Code, and the book “Gaming machines” published by Giuffrè .He has created and promoted the conference “L’evoluzione del sistema dei giochi” held at Scuola Superiore di Economia e Finanza on February 2002, the first official international conference realized by MEF-AAMS and SSEF. He has been teaching at the University of Malta to Italian gambling licensees.
In addition to being a consultant to AAMS (Autonomous Administration of the State Monopolies) on matters of administrative law related to the gambling and lotteries industry, Mr Sbordoni is also a consultant to many Italian and foreign leading gambling operators, most of whom are currently State licensees in Italy.
Mr Sbordoni is an advisor to the majority of the Italian trade associations in the Gaming sector.
In his multi-year experience he has played a substantial role in the introduction of Bingo in Italy, in the re-organisation –including tenders- of the gambling licensing sector, in the privatisation of the instant and traditional Lotteries, in the marketing of new pool games and lottery networks in foreign countries (such as Argentina, Austria, Australia, Belgium, Brazil, Bulgaria, Canada, Chec Republic, Denmark, Finland, Greece, Hungary, Ireland, Malesia, Mali, Mexico, Norway, Holland, Poland, Portugal, Russian Federation, South Africa, United Kingdom, Venezuela).
Has an acknowledged experience in Commercial law, Contractual law, Administrative law, Insurance and Reinsurance law, at international level.. In Italy, Europe and overseas, Avv. Sbordoni and his firm are considered between the most qualified and experienced in Gaming law.
His activity in the Gaming and Betting industry includes:

Mr Sbordoni has also been working on the harmonization of Italy’s new Penal Code (articles 718-721 on games of chance) with the existing gaming regulations (statutes and decrees), and on a project promoted by CNEL (National Counsel of Economy and Labor) and by Amministrazione Autonoma dei Monopoli di Stato for the drafting and adoption of white papers on gaming in Italy.
He is a regular speaker at major conferences on gambling and betting in Italy and worldwide, especially those organised by government agencies and the Autonomous Administration of State Monopolies.
Professional Memberships
He is a member of IMGL (International Masters of Gaming Law), of the TRS Jamma group , secretary general of major trade union association of gaming retailers, UTIS and has been Vice President of Centro Studi Italiano del Gioco (Italian Center for Studies on Gaming), an organization dedicated to scientific, technological, and economic research on the gaming industry.
Publications
Mr Sbordoni is the author of the Italian chapters in the last two editions of the Internet Gambling Report. He has published articles for the Academy of European Law, has edited the materials for the information technology law course (electronic game) at the University of Tuscia, and has contributed to numerous handouts for courses at the School of Economics and Finance.
He is the author of the monographs Giochi concessi e giochi on line published in March 2010 and Web libertà e diritto, published in February 2014, by the Italian National Printing Institute.
Stefano Sbordoni is the author of Guida di leggi e regolamenti di giochi e scommesse.
As a journalists Mr Sbordoni cooperates with TS, the major trade publication on betting in Italy, with Jamma and Agicos (the first website-based trade publication on gaming in Italy and one of the best press agencies on gaming)
