Career

Steve took silk in 2024, having been a leading junior for many years in the fields of public law, mental capacity, human rights and discrimination law. He has acted in many of the leading cases in education, health and social care, with a particular focus on cases involving children and disabled adults. As a junior, Steve was ranked in four categories by Chambers and Partners, including as a ‘Star Individual’ for Education and in Band 1 for Administrative and Public Law and Community Care. He was described as ‘the Godfather of education law’ and ‘undoubtedly the go-to barrister for education cases’ in Chambers and Partners 2024. He has appeared in numerous cases in the Supreme Court, including the key adult social care cases of KM v Cambridgeshire and McDonald. He regularly advises providers of care and education on public and private law matters, as well as users of these services and public authorities. He has significant experience in complex regulatory and disciplinary matters, including in relation to schools and universities. Steve has a specialist safeguarding practice in relation to both children and vulnerable adults, including leading safeguarding inquiries for institutional clients. He is currently lead counsel for the Children’s Rights Organisations in Module 8 of the Covid-19 Inquiry, focusing on the impact of the pandemic on children. In the public law arena, Steve has particular expertise in the law of consultation, having acted in recent leading cases such as Article 39 and Eveleigh (both Court of Appeal).
