Bill is a Past President of the International Technology Law Association and was named “The Lawyer of the Year” in IT in New York by US News & World Reports in 2013. Bill and his team are recognized in the US and internationally for their experience in assisting companies entering the US market, including navigating the constantly evolving requirements of US federal and state laws, the distinctive features of US intellectual property law, establishing partnerships with US companies, negotiating agreements with large US technology companies, and addressing the US-specific aspects of Generative AI, Machine Learning and data analytics and the evolving regulatory framework for data.

Artificial Intelligence and Data: Who’s Who Legal named Bill as a “Global Elite Thought Leader” in Data and a “leading name” in AI and “Recommended” for IT and data privacy and data security at the Global and US levels who “wins awards for his extensive experience at the intersection of data security and intellectual property law.” Chambers highlights his “cybersecurity, IoT and AI skills.” He advises clients on how corporate transactions should be structured to overcome the challenges of using traditional methods that are not effective because of the distinctive characteristics of data as a form of property. He advises on permitted and prohibited corporate uses of Generative AI and on Machine Learning and using data analytics to generate actionable business insights. He handles data rights in mergers and acquisitions, divestitures, and other corporate transactions.

Technology and Outsourcing Transactions: Chambers finds that Bill is a “prominent figure in technology and outsourcing," “has a solid national reputation,” is well-recognized for “successfully navigating negotiations” and his “deft handling of commercial deals relating to cutting-edge technologies” -- and that he “brings extremely high integrity, a deep intellect, fearlessness and a practical, real-world mindset to every problem.” He has skills and experience in “technology transactions that put him at the very top of the market” and has “a font of knowledge in creating new IT structures” (Who’s Who Legal).

Intellectual Property: Bill has been named as one of the “IAM Strategy 300 - The World’s Leading IP Strategists” and is repeatedly named an “IP Star” and “Life Sciences Star” (Managing IP and LMG Life Sciences). His intellectual property practice includes a strong focus on intellectual property in corporate transactions, joint ventures, and strategic alliances and using intellectual property offensively and defensively. He draws on his experience as a partner at an international IP law firm to draft properly-focused IP and combined IP and technology agreements.

Healthcare Technology: Chambers notes that his “technology approach and understanding of healthcare is a winning combination.” He represents one of the world’s largest healthcare companies and other companies that develop and sell healthcare technology and healthcare institutions that acquire it. His growing healthcare practice includes digital medicine, buying and selling technology, data sharing, licensing and analytics, and AI. He formulated a data licensing model called “Decision Rights” that is endorsed by members of Dataversity. The model defines the scope of data rights in terms of the scope of decisions that can be made using specific datasets and provides increased precision over using a field of use or similar definitions.

Litigation and Arbitration: Mr. Tanenbaum “has strong litigation experience” with victories in the District Court in the landmark Alice patent case and in significant patent cases before the Court of Appeals for the Federal Circuit (the highest patent appellate court in the US) (Who’s Who Legal). He serves as an arbitrator mediator in US and cross-border technology and outsourcing disputes and in recognition of his leadership was elected by his peers to the 2023 “List of the World’s Leading Neutrals [Arbitrators],” administered by the Silicon Valley Arbitration and Mediation Center.

Education and Honors. Bill is a graduate of Brown University (Phi Beta Kappa, Degree with Highest Honors), Cornell University Law School, and the Bob Bondurant School of High-Performance Driving.

Career

Prior to joining Moses & Singer, he was Chair of IP and Technology Transactions at a Wall Street Firm, a partner at a prominent international intellectual property law firm where he led the software practice, and Co-Chair of Healthcare Technology Transactions at the law firm with the largest healthcare practice

in the US.
