Wojciech Merkwa

Wojciech Merkwa provides comprehensive day-to-day advice to contracting authorities and contractors on the largest infrastructure projects in Poland.

He specialises in contract law, infrastructure projects and law of the European Union. He supports and represents clients in the largest and high-profile tenders in the railway, road and power sectors.

He has participated in proceedings before the National Appeals Chamber and the regional court, and has obtained precedent-setting judgments. He has gained experience in working at an institution supervising projects co-financed from EU funds, including as the head of the public procurement auditing division.

At JDP since 2015; Partner at JDP since 2022; Attorney-at-law in the Litigation and Arbitration Team, the Infrastructure Team; Head of the Public Procurement Practice.

Lecturer at the post-graduate studies in the field of public procurement.

Work Highlights

- construction of the section Czyżew – Białystok on the railway line E75 being part of the so called Rail Baltica (largest Polish railway tender in history);

-construction of the ERTMS/GSM-R system on PKP PLK railway lines (second largest Polish railway tender in history);

-design and construction of the Warsaw incineration plant;

-design and construction of the exhibition and breeding pavilion for Asian fauna and flora in the Łódź Zoo;

-construction of road S16 Olsztyn (S51) – Ełk (S61) section Borki Wielkie – Mrągowo;

-modernisation of breakwaters in the Gdańsk North Port.
