Zoe is an established junior who practices across the related fields of administrative and public law, regulatory, procurement, human rights, education, health and community care as well as information and data protection. She acts for both claimants and respondents and is very experienced in dealing with sensitive matters involving complex issues of law and policy. She is regularly instructed in the high court and appeal courts as sole counsel and as part of larger teams, including applications to Strasbourg, with extensive experience of claims under the European Convention on Human Rights. In the field of education Zoe acts for students, schools, FE Colleges and Universities in a range of courts and tribunals. She has a particular expertise in matters of discrimination and in transgender issues, and is frequently asked to advise on cases involving allegations of sexual abuse. In data protection cases Zoe has acted both for and against the Information Commissioner in six figure monetary penalty cases as well as other bodies in alleged data breach claims. She is appointed Panel Counsel to the Crown (B Panel) and is on the Equality and Human Rights Commission Panel of Council (B Panel).
