Carvajal y Machado, S.C. (CARMAC) is a boutique law firm specializing in administrative law, offering legal practice both in litigation and consulting, as well as regulatory and public affairs management.

The founding partners, Gustavo Carvajal and Juan Pedro Machado, joined projects in 1995 and since then, have been active participants in the transformation of administrative law in Mexico. Main Areas of Practice

Administrative Litigation 

The Firm has extensive experience in the substantiation of administrative procedures, including their contentious stages, such as administrative appeals and the filing of nullity trials before Administrative Courts. The same occurs with the promotion of constitutional defence mechanisms before the Judicial Power of the Federation, passing through the Supreme Court of Justice of the Nation.

Agrarian Law 

The Firm's experience covers the different areas of Mexican Agrarian Law, including contracts of use and surface occupation, cessions of agrarian rights, limitations to rural ownership and issuing of Class T shares. The team's litigious capacities and expertise on constitutional claims enable them to effectively represent their clients in disputes settled before the agrarian courts.

Antitrust 

Clients receive general advice on antitrust matters and specifically in two subjects: Investigations and merger notifications.

Energy 

The team has an extensive experience advising various clients in the public and private sector for the implementation of the comprehensive legal framework in the energy sector. They provide advice on Oil&Gas matters to the upstream, midstream, and downstream sectors. Likewise, they also advise clients in the development, construction and operation of various projects in the electricity sector, including the deployment of clean energies plants. In addition, CARMAC has a vast and admirable record in the resolution of energy and infrastructure disputes.

Environmental 

CARMAC has one of the leading Environmental practices in Mexico. The team is sought by both governmental entities and private investors, given its results-driven approach to dealing with the Mexican environmental legal framework. The Firm possesses extensive experience in a wide range of Mexico’s environmental law procedures, including on-site inspections, environmental impact assessments, waste management, water use and discharge, air emissions, wildlife regulations and natural protected areas. Their environmental expertise includes active participation in the design of public policies, such as Mexican Official Standards, law proposals and regulations.

Government and Regulatory Affairs
