In 1961, Frank Gallagher and John C. Evelius formed Gallagher & Evelius. Well-regarded business attorney Eddie Jones joined them in 1971, creating the firm still known today as Gallagher Evelius & Jones.
For more than 60 years, Gallagher Evelius & Jones has served as trusted counsel to businesses including real estate developers, regional and local healthcare systems (nonprofit), religious entities, universities and colleges, clean energy investors, and more, building longstanding relationships with organizations across the Mid-Atlantic region and beyond. Our attorneys focus on the practice areas important to our clients, including litigation, employment, tax, finance, real estate, and general corporate matters.
Today the firm consists of 57 attorneys, 17 paralegals, and a support staff of approximately 30. More than 65% of Gallagher’s attorneys have worked at the firm for more than 10 years, and some client relationships have spanned decades
All of our attorneys, paralegals and staff work in one office located in Baltimore, Maryland.

Diversity, Equity, and Inclusion
Diversity, Equity, and Inclusion is a priority in the firm, and one way Gallagher puts its mission in action is by supporting and promoting programming at Maryland’s two law schools. The firm is a founding partner in the University of Maryland Francis King Carey School of Law’s Diversity and Inclusion Scholars Initiative, which now includes seven additional partner firms. Gallagher also sponsors the Asian Pacific American Law Students Association (APALSA), the Black Law Students Association (BLSA) and the Latinx Law Students Association (LLSA) at the University of Maryland School of Law.
At the University of Baltimore School of Law, Gallagher supports the Fannie Angelos Program for Academic Excellence, an innovative collaboration between the law school and Maryland’s four historically Black colleges and universities, to prepare and support students in the law school admissions process as well as for academic success in law school.
Pro Bono Work and Public Service
Gallagher employees use their training and talents to improve the lives of others. Public service is not just a firm tradition – it’s who we are. More than 100 attorneys and staff hold leadership positions and volunteer with 75 local, regional, and national nonprofit organizations.
Gallagher attorneys regularly provide representation on a pro bono basis. Whether advocating for a tenant to recover a security deposit or a death-row inmate to prove his innocence, our attorneys have the freedom and support to serve those in need. We also support legal organizations that work to ensure access to justice through our state and federal court systems. Some of these organizations include the Maryland Volunteer Lawyers Service, the Public Justice Center, Equal Justice Council, Maryland Lawyers for the Arts, and the Maryland Access to Justice Commission.
We have set a high standard for community service and civic involvement.
