After working in the public law and environmental law departments of Anglo-Saxon law firms, Agnès Macaire joined De Gaulle Fleurance & Associés in 2012.

She advises on both advisory and litigation matters in the field of public business law. In particular, she handles issues relating to general administrative law, public procurement, public property, public finance law, state aid and regulated sectors.

Agnès Macaire has developed specific expertise in public contract law and project financing. She assists public and private-sector clients with the award and performance of complex public contracts (global public procurement, partnership contracts, concessions, public domain agreements, etc.) for public buildings, transport infrastructure and assets, public networks, sports facilities, energy recovery units, etc.

Agnès Macaire also advises on institutional public law, whether in connection with the creation or transformation of public or semi-public entities, or the acquisition of stakes by public entities in private companies.

She is recognized by her clients for her ability to work on complex, high-stakes cases, in both advisory and litigation roles.
