Justice Carlos Mário da Silva Velloso, the former Chief Justice of the Brazilian Supreme Court, was born in Entre Rios, Minas Gerais, Brazil. He is the son of Judge Achilles Teixeira Velloso and Maria Olga da Silva Velloso. Justice Velloso graduated from the Faculty of Law of the Federal University of Minas Gerais (UFMG) in 1963.
Following his retirement from the Supreme Court in 2006, Justice Velloso joined Advocacia Velloso, where he continues to offer his expertise in legal opinions and manage complex litigation matters. His extensive experience and profound knowledge make him a distinguished figure in the legal community.
Justice Velloso is an active member of several prestigious legal organizations, including the Minas Gerais and Federal District sections of the Brazilian Bar Association, the Brazilian Academy of Judicial Letters, the Brazilian Academy of Constitutional Law, the International Academy of Law and Economics, the Brazilian Academy of Tax Law, the International Institute of Public and Business Law, the Brazilian Constitutionalists Academy, the Brazilian Institute of Constitutional Law, the Association Française des Constitutionnalistes, and the Brazilian Association of Financial Law.
Throughout his career, Justice Velloso has been honored with numerous prestigious awards. He holds the Grand Cross from the National Congress of Brazil, the Brazilian Ministry of External Relations, the Brazilian Superior Labour Court, and the Brazilian Superior Military Court. Additionally, he has been awarded the Order of the Star of Romania. Justice Velloso has also been conferred the title of Doctor Honoris Causa by Craiova University in Romania and the University Center in Rio de Janeiro.
Justice Velloso is a prolific author, having published nearly a hundred legal articles. He has co-authored three significant books: “Temas de Direito Público” (Themes in Public Law), “Elementos de Direito Eleitoral” (Elements in Electoral Law), and “La Nouvelle République Brésilienne” (The New Brazilian Republic). His contributions to the field of law continue to influence and inspire legal professionals and scholars alike.
