Partner. Specialized in public law. He drafts urban planning acts and regulations, as well as land and urban planning policies. He also has ample experience in transactions to manage urban planning, in disciplinary proceedings over urban planning issues and in advising on expropriations, environmental issues (water, coastline, noise, etc.) and other special legislation (roads, ports, tourism, logistics, etc.)
Career
Mr. Fernández was Director General of urban planning for the Andalusian regional government and a member of the team that drafted the Urban Planning Act of Andalusia (Act 7/2002), where he promoted and helped draft the urban planning reform (Act 2/2012) and municipal general urban development plans. He also acted as secretary and advisor to several landowners management boards.
He lectures on land and urban planning at several institutions, including Universidad de Sevilla, Universidad Pablo de Olavide, Universidad de Granada and Instituto de Práctica Empresarial. He is also a regular speaker at prestigious forums.
Professional Memberships
He is a member of the Seville Bar Association. He has been the secretary and advisor to many landowners management boards.
