Dan guides clients in regulatory, compliance and enforcement matters in the electric industry. His clients include electric cooperatives and other electric utilities, transmission companies and generators, energy trading companies, and end users. With 30 years of experience, Dan regularly counsels transmission owners and other market participants on transmission access, pricing and cost allocation issues. He also drafts and negotiates power sales, interconnection and transmission service agreements, and advises clients in complex disputes over power transactions and transmission matters. Before the Federal Energy Regulatory Commission (FERC), Dan counsels both jurisdictional and non-jurisdictional entities on rate regulatory matters, market access requirements, filing and reporting obligations, transmission regulatory matters, transaction approvals, and matters under the Public Utility Regulatory Policies Act of 1978 (PURPA). In North American Electric Reliability Corporation (NERC) compliance matters, he assists clients with audits, prepares delegation agreements, and advises on compliance with NERC’s cybersecurity and other Reliability Standards. Dan also advises clients on privacy, data security and other cybersecurity matters, including preparing for and responding to data breaches and other cyber incidents.
