James Durling defends foreign governments and companies in domestic trade remedy litigation and international WTO dispute settlement. This work on trade remedies includes both agency practice as well as judicial appeals of agency determinations. Beyond this experience in trade remedies, he is also experienced in customs law, including valuation, classification, and audits. Jim has also worked on transfer pricing issues, and the intersection of transfer pricing rules with other regulatory pricing rules. He also works on national security issues, including advice on CFIUS compliance and security exceptions under international law. and With graduate training in both law and economics, he frequents works with outside economic experts on key issues in disputes. Jim has worked with clients on a wide range of high-profile trade disputes, including recent battles over differential pricing and emerging Trump Administration trade policies.
