Advises on UK autonomous sanctions, UN sanctions, licences, regulatory bodies whose members are designated), sports law (deselection, appeals, abuse etc), human rights, disclosure, legal privilege, public international law (such as the applicability of international human rights law in a region where there is a non-international armed conflict) detention claims (including liability and quantum), damages claims (including Factortame / Francovich damages) as well as all aspects of asylum and trafficking.

Previously instructed by core participants in the Dawn Sturgess and Brook House Public Inquiries, and as junior counsel to the Undercover Police Inquiry.

Career

Formerly a solicitor, Leonard defended high profile criminal cases prior to joining the Government Legal Department where he worked as an in-house advocate and litigator before joining chambers.

Leonard has undertaken secondments at the Foreign Commonwealth and Development Office, the Attorney General’s Office and at a Regulator.
