He is a state lawyer and was counsel for the state at the Court of Justice of the European Union, the Spanish Ministry of Justice and the Spanish Ministry of Foreign Affairs.

He has lectured at the Centro de Estudios Universitarios Luis Vives, the Universidad de San Pablo CEU, IESE, and the Instituto Superior de la Energía. He has participated in conferences at prestigious centers, and at various forums related with the energy and gas industry.
