Niamh joined Carson McDowell in January 2015 and is a Senior Associate in the Procurement and Competition teams.
Niamh advises public authorities and utilities on their public procurement obligations and has undertaken a number of secondments, working within the procurement teams of utility sector clients. She frequently advises public / utility entities based in Northern Ireland and across the UK on issues including compliance with relevant procurement legislation, structuring and conduct of procurement processes, discrete issues such as direct award and material variation and defending procurement challenges. Niamh also advises private sector clients on tendering for public / utility contracts, including structure of tender responses, tendering strategies and bringing procurement challenges.
Niamh also advises clients on a wide range of competition law issues, including anti-competitive arrangements, with a particular focus on vertical agreements, merger control issues and advising in relation to investigations by the Competition and Markets Authority.
Career
Niamh graduated from Queen’s University, Belfast in 2010 with a degree in Law with Spanish, having spent a year studying law at the University of Salamanca. She then undertook her professional qualification at the Institute of Professional Legal Studies and was admitted to the Roll of Solicitors in September 2013.
