Paul Matthews heads up the Regulatory team. Paul has been involved in some of the most high-profile regulatory investigations and prosecutions cases in recent years including the Bosley Mill explosion and the Grenfell Tower Fire Public Inquiry.

As an experienced and respected Regulatory defence specialist, Paul provides advice, support and representation to organisations and individuals in relation to regulatory investigations and prosecutions by regulators such as the Health & Safety Executive, Environment Agency, Local Authorities and the Police, amongst others. When faced with the challenges and anxiety of a regulatory investigation or prosecution, Paul provides advice, support and representation at every stage of the process.

Paul’s experience spans corporate manslaughter, health and safety, environmental liabilities, food safety and trading law, product safety and recalls, advertising and marketing compliance, bribery and corruption.

Drawing upon almost 20 years experience of being involved in the defence of regulatory investigations and prosecutions, Paul also provides strategic and proactive advice, supported by a range of products and initiatives aimed at helping corporates and their leadership teams in meeting the challenges of the various regulatory and compliance frameworks expected of businesses in the UK. This includes preparing organisations on their resilience to deal with a crisis or major regulatory incident should it occur, and supporting organisations with complex internal or external investigations. As well as reactive practice, Paul will also advise companies and their senior management on strategic regulatory compliance matters including regulatory risk management support, director's duties, crisis management, accident impact and response, audit, training and coaching.

Paul’s focus in recent years has also been on supporting organisations with their ESG strategies and challenges within a regulatory context and where there are cultural challenges that impact on regulatory compliance and consequential exposure to risk and liability.
