He has also made a name for himself with tricky discretionary immigration applications outside the rules, as well as cases involving national security issues.

He has represented the Immigration Law Practitioners’ Association (ILPA) on the UK Visas and Immigration (UKVI) employer taskforce. Philip has co-authored McDonald’s Immigration Law and Practice (7th ed), co-authored Immigration Law and Practice (Jackson, 3rd ed), as well as sitting on the editorial boards of Lexis Nexis PSL and American Immigration Lawyers Association Global Migration Publications Committee. Philip also provides expert witness opinions for legal proceedings.
