Career

Steven is a partner in HFW's Construction group in Hong Kong. He has over 25 years’ experience in handling major arbitration and litigation proceedings for government, developers, main contractors, specialist subcontractors, and consultants across Asia.

Steven has specific expertise in relation to general construction projects including major facilities, power plants and rail and other transport infrastructure. He also has significant cross-border experience, handling disputes for foreign clients working on major projects in China and the APAC region, as well as Chinese clients and contractors working outside China.

Steven has represented clients in international arbitration proceedings in Hong Kong, China, Dubai, and Singapore under the rules of the ICC, HKIAC, UNCITRAL, BAC, DIAC and SIAC.

Steven has been continuously recognised as a leading individual for Construction in Hong Kong/China in Chambers Asia-Pacific and The Legal 500 Asia Pacific. He is also ranked in the 2025 Chambers Greater China Guide for Construction.

Steven’s previous work includes:

• Advised on a range of contractual and other issues arising from the Express Rail Link in Hong Kong.

• Acted in arbitration on a DBO contract involving a sludge treatment facility in Hong Kong.

• Acted in litigation involving defective piling works at a major housing estate in Hong Kong.

• Acted in litigation against a major developer arising out of an aborted harbour development in Hong Kong.

• Advised on tender documents and procurement strategy on various projects under the NEC, FIDIC and other forms in Hong Kong and the APAC region.

• Advised on construction and consultancy agreements for a major property project in Tianjin, China.

• Acted in arbitration on a lease dispute for an international consultant in Beijing, China.

• Acted in arbitration relating to specialist electrical and mechanical works arising out of casinos in Macau.

• Acted in arbitration involving a coal-fired power plant in the Americas.

• Represented clients in international arbitration proceedings in Hong Kong, China, Dubai and Singapore under the rules of different arbitration institutions.
