Victoria is Co-Chair of the firm's Health Law Group and a member of its Corporate Department, Private Equity Group and Animal Law Group.
She concentrates her practice on corporate and health care transactions, with a focus on:
- Purchases and sales of businesses, including medical, dental, veterinary and other professional practices, ambulatory surgical facilities, imaging centers, nursing facilities, mental health providers, drug and alcohol treatment facilities, hospices, home health care agencies, home care agencies, pharmacies, labs and other types of licensed and non-licensed businesses
- Sales of practices to private equity-back buyers
- Hospital-physician relationships
- Hospital, health system and other health care affiliations, mergers, joint ventures and contractual arrangements
- Medical spa structuring and regulatory compliance
- Telemedicine issues, including formation and operation of national telemedicine businesses
- Licensing and accreditation matters
- Corporate practice of medicine issues
- Compliance with federal and state fraud and abuse laws, including self-referral, anti-kickback, fee-splitting and similar laws
- Governmental and third-party payor contracting and reimbursement matters

- Physician employment contracts and compensation issues

Victoria has positioned herself as a key health care transactional attorney. Her experience extends to:
- Serving as outside general counsel to hospital and health care systems and effectuating hospital/system mergers and affiliations
- Counseling hospitals, ambulatory surgical facilities, mental health facilities, nursing homes, assisted living facilities, diagnostic testing facilities, sleep centers, drug and alcohol treatment facilities, med spas and a wide variety of other health care providers on state and federal licensing and regulatory issues
- Advising clients with respect to Medicare, Medicaid and managed care enrollment, reimbursement and other issues, including appeals of adverse enrollment actions (such as revocations of Medicare billing privileges)
- Assisting clients with reimbursement audits, investigations and appeals
