Partner. She is an expert in urban planning and management, land use planning and environmental law. Ms. Guerra is an expert in advising and representing public administrations and individuals on planning and urban management matters, land use planning, and on matters relating to the environment and climate change. She is also an expert in urban development, and in establishing commercial facilities, hotel and leisure development.
Career
She was head of the Litigation Division of the Catalan Regional Government's Central Legal Department, where she represented and defended the regional government in court (1985-1994). Senior officer of local administration by public competitive examination, currently on leave of absence. She has lectured on environmental law at leading institutions and has given many courses and conferences on areas including managing landowners management boards, on contaminated land and its effect on real estate processes, and on coastal law.

She is member of the Barcelona Bar Association, the Spanish Association of Town Planning Experts, the Spanish Environment Association, the IBA and the Southwestern Legal Foundation Alumni Association (US).
