Chip is co-founder of the firm’s telecommunications practice and co-chair of its CFIUS practice. He leverages his experience and expertise to achieve results for clients related to spectrum management. He represents clients from multiple industries – aviation, aerospace, cable, communications, IoT, manufacturing, transportation, satellite, shipping, utilities, and weather ¬– before the FCC, NTIA, DOD, the FAA, other federal agencies, and the ITU. Chip tackles the full range of spectrum matters for clients: such as allocations, rulemakings, spectrum sharing, interference resolution, licensing, rule waivers, enforcement, equipment authorization, foreign ownership, and antenna structure matters.

Chip also counsels a diversity of domestic and international communications service providers and submarine cable operators, navigating them through both state and federal communications law and regulations. He assists them with regulatory approvals, national security and law enforcement reviews conducted by CFIUS and Team Telecom and any resulting mitigation, universal service and regulatory fees obligations, and outage reporting, among other matters. He advocates zealously in negotiating provider-to-provider, service, and franchise/rights-of-way agreements for his clients and, when disputes arise, fights hard for them in litigation, arbitrations, and mediation to achieve optimal outcomes.
