Career

Garrett Colli focuses on coordinating land use entitlements and environmental compliance for residential, commercial, industrial, and energy projects. Garrett also negotiates purchase and sale agreements, leases, easements, encroachment and franchise permitting, and related transactional documents in support of development projects. Garrett regularly advises clients regarding California Environmental Quality Act (CEQA) compliance and is experienced in securing approvals under the Planning and Zoning Law, the Subdivision Map Act, and state and federal environmental regulatory statutes. He is also experienced in complex issues of project implementation, including construction and ownership of infrastructure systems, subdivision mapping and preparing common interest development documentation. He frequently represents clients at public hearings to obtain entitlements and environmental clearance.

Garrett’s clients include developers, financial institutions, landowners, and energy companies. Since 2015, Garrett has represented developers pursuing approvals for projects involving more than 25,000 units of housing in the San Francisco Bay Area. His renewable energy practice includes solar, wind, and battery storage project implementation.
